Vacancy Announcement: Project Officer

We are looking for a Project Officer for the Sino - German Climate Change Programme project to start in Beijing as soon as possible.

The main tasks will be the organisational and administrative support of the Programme. After coordinating with the Programme team, some areas of work will be managed independently. 

You will undertake the following tasks, among others:

·  Providing organisational support for the component teams (2 employees) in the

Ø  Preparation and carrying-out of workshops and delegation visits in the framework of the Climate Change Programme.

Ø  Coordination with Component 2 (reduction strategies for the transport sector) and Component 3 (reduction strategies for the electricity sector)

Ø  Development of an external communications strategy including a new website, as well as producing informative and specialist related publications

Ø  Development of a monitoring system to measure the effectiveness of the Sino - German Climate Change Programme 

· Administrative Tasks

Ø  Preparation of documents for the creation of contracts

Ø  Preparation and creation of printed and online publications, handouts and banners; Organisation, preparation, and follow-up for meetings

Ø  Supporting the communications with the partner organisations

Ø  Supporting the Programme based monitoring

Ø  Taking the minutes for meetings and interviews

Ø  Maintaining the website

·  Research, creation and maintenance of lists and summaries

·  Taking on translation work, as well as - when needed - the production of written documents in the German, English, and Chinese languages

·  Perform any other duties in coordination with the project management team and the project manage 

Requirements:

·   University degree in a Programme-relevant subject area, such as environmental science, political science, and economics.

·   Three years of work experience in a field relevant to the Programme, with proven experience in the areas of organisation and coordination in the context of international cooperation

·   A very good knowledge of dealing with MS-Office applications

·   Chinese as mother tongue, and a very good knowledge of German and English (spoken and written)

·   Responsible, independent, thorough, results oriented, able to meet deadlines, able to work under pressure.

·   Team spirit, dedication, and strong communication skills.

·   Openness to feedback and a willingness to learn.

The federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, an international cooperation enterprise for sustainable development with worldwide operations, has been working in China for almost 30 years. As a public-benefit, federally owned enterprise, we support the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ operates in more than 130 countries worldwide on behalf of the German Government and other public and private sector clients. These include the governments of other countries, international organisations and private companies. We are also engaged in international education work around the globe.

Sino - German Climate Change Programme

While the Chinese Central Government has recognized the importance of fighting climate change, at the local and provincial levels it is still necessary to raise awareness of this issue. What is more, it is recognized that it is important to go beyond awareness, and actually strengthen the know-how of local and provincial stakeholders regarding the appropriate measures for the reduction of greenhouse gas emissions and adaptation to the consequences of climate change.

GIZ supports these efforts in the framework of the Sino - German Climate Change Programme, especially through a component on capacity building. In the current project year the programme cooperates with the NDRC Training Centre in the development of five new training modules in the following areas: 1) Adaptation 2) Reduction Strategies 3) Low Carbon Development 4) Green House Gas- Monitoring and 5) Emissions Trading. The training modules will be developed by a German-Chinese commission of experts in the framework of workshops and study trips, and should subsequently be tested in three pilot-provinces before they are applied through the national training centre, where 2,000 senior management professionals will be trained.

The project is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the Federal Ministry for Economic Cooperation and Development. The political body carrying out the project on the Chinese side is the National Development and Reform Commission (NDRC).
